Draft 2025-2029 Consolidated Plan, FY 2025-2026 Annual Action Plan and Substantial Amendment to the FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plans
As a grantee of federal funds governed by the U.S. Department of Housing and Community Development (HUD), specifically Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG), the County of Sonoma is required to prepare a five-year Consolidated Plan. The Consolidated Plan will assist the County of Sonoma in assessing affordable housing, community development, and public service needs to ensure that federal funds are used to support projects that address the highest priority needs of the community. The Consolidated Plan is implemented through Annual Action Plans, one for each of the five years, which identifies how funds will be used each program year. Sonoma County is also a recipient of the CDBG Cares Act (CDBG-CV), a supplemental funding program, created to respond to the effects of the coronavirus and issued by HUD in 2020.
Notice Availability for Review, 30-Day Public Comment Period
A draft of the Sonoma County 2025-2029 Consolidated Plan, FY 2025-2026 One Year Action Plan (Action Plan), and FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plan Substantial Amendments have been prepared and are available for review and public comment from May 23, 2025, through June 22, 2025. All projects included in the FY 2025-2026 Action Plan and the Substantial Amendments to the FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plans for federal CDBG, HOME, ESG and CDBG-CV funding address one or more of the priority needs identified in the 2020-2024 and 2025-2029 Consolidated Plans and will benefit predominantly low- and moderate-income households.
A draft of the 2025-2029 Consolidated Plan is available upon request. The FY 2025-2026 Action Plan and the Substantial Amendments to the FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plans are available for review beginning Friday, May 23, 2025 at the following locations:

- A hard copy at the Sonoma County Library, Santa Rosa Branch, located at 211 E Street, Santa Rosa, CA 95404 and available during normal library hours.

Notice of Public Hearing
The Sonoma County Community Development Committee and the Cities and Towns Advisory Committee will hold concurrent public hearings to finalize their review of the draft 2025-2029 Consolidated Plan, FY 2025-2026 Annual Action Plan, and the proposed Substantial Amendments to the FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plans. The committees will make their recommendation to the Sonoma County Board of Supervisors at the public hearing to be held on the following date, time, and location:

Adoption of the 2025-2029 Consolidated Plan, FY 2025-2026 One Year Action Plan, and FY 2020-2021, 2022-2023, 2023-2024, and 2024-2025 Action Plan Substantial Amendments is scheduled for July 8, 2025, at 8:30 a.m. by the Sonoma County Board of Supervisors. Written and oral comments received during the 30-day comment period will be forwarded to HUD with the Consolidated Plan, Action Plan and Substantial Amendment.
