NOTICE OF PUBLIC COMMENT PERIOD SUBSTANTIAL AMENDMENT TO HOME-ARP ALLOCATION PLAN
The City of Santa Rosa (City) would like your input on how it plans to redistribute and incorporate additional federal HOME Investment Partnerships – American Rescue Plan (HOME- ARP) funds it will receive. The HOME-ARP program was created under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) which appropriated $5 billion to provide housing, services and shelter to individuals experiencing homelessness and other vulnerable populations across the country. On April 30, 2025, the U.S. Department of Housing and Urban Development (HUD) notified the City that it will receive an additional $4,095 in HOME-ARP funds, bringing the revised total allocation to $2,741,528. In conjunction, the City will be reallocating existing HOME-ARP funds from Administration and Planning to Supportive Services and Non-Profit Operating Costs. Given the increased funding and the reallocation of existing funds, the City is following the full substantial amendment process as required by HUD. These changes are aligned with the City’s original intent to prioritize Supportive Services for individuals who are homeless or at-risk of becoming homeless.
A public hearing will be held at the City Council meeting on August 19, 2025 as part of the Substantial Amendment to the current HOME-ARP Allocation Plan. A public hearing notice will be posted prior to the meeting.
Beginning on July 31, 2025, the Substantial Amendment to the HOME-ARP Plan will be available for public comment. The Plan will be available electronically on the City’s website at https://www.srcity.org/DocumentCenter/View/37730/HOME-ARP-Allocation-Plan- and copies will be made available at the City Manager’s Office, the Department of Housing and Community Services, and the Main Branch of the Sonoma County Library. The public comment period runs from July 31, 2025 through August 14, 2025.
