NOTICE is hereby given that on Wednesday October 22, 2025, at 6:00 PM, or as soon as the matter may be heard, the City Council of the City of Citrus Heights will hold a Public Hearing to consider the following action items related to the Community Development Block Grant (CDBG) program:
1) Draft 2026 CDBG Annual Action Plan and Funding Allocations
The purpose of the public hearing is to hear public comment on the draft 2026 CDBG Annual Action Plan and Funding Allocations. Final action on this item is scheduled to be considered by the City
Council at its regular meeting on Wednesday, November 12, 2025.
The draft 2026 Annual Action Plan outlines the City’s proposed use of CDBG funds for the 2026 program year (January – December 2026). While the U.S. Department of Housing & Urban Development Department (HUD) has not yet announced the official allocation for 2026, the City anticipates receiving approximately $600,000. The draft plan proposes distributing the estimated funds to eligible activities including public services, public infrastructure improvements (capital projects), housing rehabilitation, and planning and administration.
All proposed activities must align with the goals and priorities identified in the 2025-2029 Consolidated Plan, which is the City’s five-year roadmap for the use of federal CDBG funds. These
priorities were developed through public input, community engagement, and analysis of local housing and service needs. The plan focuses on supporting low- and moderate-income residents by improving access to affordable housing, upgrading infrastructure, enhancing community services, and creating
economic opportunities.
This notice serves as part of the City’s efforts to meet federal citizen participation requirements. In accordance with HUD regulations, jurisdictions receiving CDBG funds must provide
the public with reasonable access to program documents and offer opportunities to comment on the proposed use of funds.
If you wish to speak during the meeting, please complete a Speaker Identification Sheet and submit it to the City Clerk prior to the start of the meeting.
The Mayor reserves the right to adjust speaking times as needed. Alternatively, public comments may be submitted in advance by completing the online Speaker Card no later than 4:00 PM on the day of the meeting at https://www.citrusheights.net/FormCenter/City- Council-Meetings-Speaker-Card-30. Written public comments shall be limited to 250 words or fewer and will be read aloud by the City Clerk during the meeting.
The draft 2026 CDBG Annual Action Plan will be available for public review beginning Tuesday, October 7, 2025, at the following locations:

The public review and comment period will begin Tuesday, October 7, 2025, through Thursday, November 13, 2025.
