The Sonoma County Community Development Commission (Commission) is pleased to  request applications from eligible organizations for eligible affordable housing projects,  capital projects, tenant-based rental assistance, supportive services, homelessness  services, rapid rehousing, homeless prevention, fair housing services, emergency shelter; <\/p>\n\n\n\n

and microenterprise assistance activities to receive funding from the following sources:  Federal Programs<\/strong><\/p>\n\n\n\n

HOME – Community  Housing Development  Organizations (CHDO)<\/td>$99,090 <\/td>CHDO affordable rental housing  development and preservation.  Eligible projects that are ready to  proceed towards construction will  be given preference.<\/td><\/tr>
ESG <\/td>$134,780 <\/td>Homelessness services, shelter  operations support, homeless  outreach, and rapid rehousing. A  maximum of $87,424 is available  for outreach and\/or emergency  shelter.<\/td><\/tr>

The Commission administers federal funds from the United States Department of Housing  and Urban Development (HUD), including CDBG, HOME, and ESG, on behalf of the County  of Sonoma, the Town of Windsor, and the cities of Cloverdale, Cotati, Healdsburg, Rohnert  Park, Sebastopol, and Sonoma (collectively, the \u201cUrban County\u201d). This NOFA, along with  any associated guiding documents, as well as the FY 2026-2027 Federal Funding Policies, <\/p>\n\n\n\n

govern the distribution of these funds. Please review these materials carefully for important  information on project\/program eligibility and application procedures. As stated in the  Federal Funding Policies, prior to execution of a funding agreement, all federal awards are  subject to completion of an environmental review in accordance with applicable HUD  regulations, the National Environmental Policy Act (NEPA), and Section 3 requirements to  directly employ, train, and provide contract opportunities to low-income individuals and  businesses that employ these persons in their community. Additionally, all activities awarded <\/p>\n\n\n\n

with federal funds must comply with the requirements of the Build America, Buy America  Act (BABA Act) unless the activity is exempt. <\/p>\n\n\n\n

Special Meeting Wednesday, May 13, 2026,  10:00 A.M.<\/td>Community Development (CD) Committee and Cities  and Towns Technical Advisory Committee (CTAC) will  hold a concurrent public meeting to make funding  recommendations for the FY 2026-2027 Annual Action  Plan. The CD Committee will also review and make  final funding recommendations for LMIHAF and CFH  at this meeting.  All prospective applicants must attend this  meeting in order to be considered for funding.<\/strong><\/td><\/tr>
May 18, 2026 through June  17, 2026<\/td>Draft FY 2026-2027 Annual Action Plan published for  a 30-day public comment period.<\/td><\/tr>

Tuesday, July 7, 2026 (Date  subject to change)<\/td>Board of Supervisors to review and adopt the FY  2026-2027 Annual Action Plan and review the funding  recommendations for LMIHAF and CFH for approval.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

There are two scheduled Technical Assistance (TA) sessions scheduled and prospective  applicants are required to attend one of these sessions in order to submit an application.  Applicants that are unable to attend one of the TA workshops must contact Commission  <\/p>\n\n\n\n

staff to discuss an alternative that will satisfy the mandatory attendance requirement.  Commission staff will present information about funding, eligible activities, and other project requirements, and there will also be an opportunity for interested applicants to  submit questions. Application Due Date  <\/strong><\/p>\n\n\n\n

All funding applications must be submitted to the Commission by 5:00 P.M. on Friday,  April 3, 2026. <\/strong>Only applications submitted through the Commission\u2019s online portal will be  accepted. Hard copy applications will not be accepted.<\/p>\n\n\n\n

Funding Priorities <\/strong><\/p>\n\n\n\n

The Community Development Commission Loan Policies, CFH Policies, Homeownership  Policies, and Federal Funding Policies guide the allocation process of these funds in an  effort to further the strategic plan goals stated in the five-year Consolidated Plan.  Prospective applicants are strongly encouraged to review these policies prior to application  submission. The Commission will recommend funding awards to the most competitive proposals that  adhere to the applicable funding policies and are consistent with the goals of Consolidated  Plan.  <\/p>\n\n\n\n

Selection Process <\/strong><\/p>\n\n\n\n

All applications will be reviewed and evaluated by Commission staff, who will then prepare  an analysis for consideration by the CD Committee and the CTAC. For Federal Funding  Applications, the committees will hold a concurrent public meeting to review staff analysis of  applications submitted under the competitive funding categories, accept comment from  applicants and the public, provide feedback to staff, and make funding recommendations  that will be incorporated into the draft FY 2026-2027 Action Plan. The CD Committee will  make final funding recommendations for LMIHAF and CFH. The hybrid meeting is scheduled  for May 13, 2026 <\/strong>at 10:00 A.M. All applicants must be present to be considered for  funding; applicants may attend in-person or virtually. <\/strong><\/p>\n\n\n\n

The CD Committee and CTAC will hold concurrent public hearings on June 17, 2026 <\/strong>at  10:00 A.M. to make final funding recommendations for the draft FY 2026-2027 Annual Action  Plan. All applicants that have applied for federal funds must be present to be  considered for funding; applicants may attend in-person or virtually. <\/strong>The May and  June meetings will be held in the hearing room located at the Sonoma County Community  Development Commission office building, 141 Stony Circle, Suite 210 (second floor), Santa  Rosa, CA 93401. Funding recommendations will be forwarded to the Board of Supervisors  for review and approval at a regular board meeting tentatively scheduled for July 7, 2026.  The Board meeting will be held at 575 Administration Drive Room 102A, Santa Rosa, CA  95403. <\/p>\n\n\n\n
