A critical provision mandated the &#8220;destruction of the baseline locomotive engine or engines&#8221; once the upgrade was fully completed, which occurred in 2024.<\/p>\n\n\n\n<p>According to records, both the gallery cars and the locomotives exceeded their operational lifespan. Caltrain was obligated to dismantle them under its arrangement with Californian authorities. However, documents reviewed by Peruvian journalist Ernesto Cabral of <em>La Encerrona<\/em> indicate that the U.S. Federal Government and the U.S. Embassy in Peru lobbied to amend the initial understanding.<\/p>\n\n\n\n<p>A document from California Air confirms that the Department of State and the Department of Commerce reached out to Caltrain, presenting the opportunity to donate the trains to Lima. To alter the original terms, Caltrain pursued an amendment.<\/p>\n\n\n\n<p>In October 2024, a virtual meeting convened between Caltrain, California Air, and the Department of State.
